  本文首先寻求国外机动车和非机动车拥有量都较大的情况下，为组织好城市交通在道路系统方面所取得的可供我国借鉴的经验，然后在对我国中等城市用地特征、居民出行特征、交通工具、交通与经济发展的关系等进行分析的基础上，剖析中等城市道路系统现状存在的问题及其形成原因，以及对今后城市交通将要出现的新问题，提出以中等城市的交通结构特点为基础的机、非分流道路系统的建议；通过分析中等城市道路系统与城市土地开发、城市用地形状等之间的关系，并相应其提出发展的一般对策，在道路设施不足的情况下，加强城市道路交通系统的管理，提高城市道路交通环境，对我国中等城市道路系统在道路网指标上提出修正意见，对道路系统组织机、非分流进行思考；并建立了城市道路系统评价指标体系；最后以运城市做为实例分析，具体提出近期处理的对策与措施，并运用评价体系对城市道路系统现状和规划方案进行评价对比分析。
