  系统将接收到的卫星电视信号通过视频采集卡，把它采集成mpeg文件，再根据节目内容将mpeg文件分段成小的节目素材文件并建立检索索引，然后将它传递到光盘库服务器；光盘库服务器负责光盘的管理，它一方面将节目素材文件刻录到光盘上，另一方面为客户机提供在线访问服务；客户端根据一定检索条件进行检索，获得所需的节目素材文件，并下载到本地，本地的媒体编辑软件直接对mpeg文件进行编辑，生成新的节目。
