• This article introduces first , taking the subject of how to develop network economy in hunan province as research object , the origin , the characteristics , the law and the influences of network economy , " new economy " . then , on the premising condition of knowing fully the economic phenomenon - network economy , the article analyzed the existing problems of developing network economy in hunan province from the aspects such as network infrastructure , enterprise informatisation , legislation of electronic commerce , financial electronic law and electronic tax income and indicated the development opportunities brought about by the network economy in elevating information technology industry , innovating the traditional industries , participating in market competition and promoting urbanization and integration of countryside and county . on this basis , a feasibility is made and are proposed the countermeasures of developing network economy in hunan province ( l ) accelerating the development process of hunan province ' s network education ; ( 2 ) strengthening government ' s macroscopic planning and guide in economic structure reconstruction , network infrastructure construction , information and network market opening and law environment ; ( 3 ) promoting enterprise informatisation . finally , combining with the characteristics of hunan province ' s petrochemical industry and tourism industry , the article proposed constructively the tactics to develop network economy in hunan province ' s industrial economy with typical cases
  本文以湖南省发展网络经济这一课题为研究对象，首先介绍了网络经济这一“新经济”的由来、特点、规律及影响，在充分认识网络经济这一新经济现象的的前提下，从网络基础设施、企业信息化、电子商务的立法、金融电子法、电子税收等方面分析了湖南省发展网络经济存在的问题，并以发展的角度指出了网络经济在提升信息技术产业、改造传统产业、参与市场竞争、促进农村乡镇城市化及一体化等方面给湖南省带来的发展机遇，进而对湖南省发展网络经济进行了可行性分析，最终提出了湖南省发展网络经济的对策：一是要加速湖南省网络教育的发展进程；二是政府要在重构经济结构、网络基础设施建设、信息与网络市场开放、法制环境等方面加强宏观规划与指导；三是促进企业信息化。
