Firstly , we argue that healthy ethic operation system should be built by establishing ethic orgnizations , strenthening social and ethical encouraging mechanism and system . after that , basic ethical system should be established with the spirit of seeking truth from fact . at the same time , we discussed the specific way to carry out the policy of rule of vietue by improving civil ethic and power ethic , building ethical environment 首先，通过建立健全组织机构、加强社会激励保障机制和加强道德制度建设等方面建立健全道德操作机制；在完善现有道德规范体系基础上，理论联系实际，建构基本道德规范的创新体系，做到“有德可依” ；同时，从狠抓公民道德建设、搞好权力道德建设、加强道德环境建设等方面探讨了落实以德治国的具体途径；最后，提出实施“以德治国”方略应坚持的基本原则。
