The second section analyzes the basic theory about modem land property rights system . this section consists of four parts . first , by analyzing the connotation , characteristics , function and transaction of property rights , the author deems that property rights is a batch of rights and it has its own characteristics and function , and the property rights system which we chose depends on the cost of transaction 首先从产权基本理论的角度进行了分析，认为产权是一组权利，包括财产的所有权、使用权、收益权和处置权等；具有明确性、排他性、有限性、可分解性、可交易性和行为性等特征，相应地它也就具有激励、约束、协调和增进资源配置的功能。
