After lots of works of collecting history data and interviewing senior experts and managers , this thesis make an attempt to look at these problems from a new way - from the view of the certification bodies . after making systematic analysis into the history and the present situation of the chinese certification market , this thesis finds that in order to ensure the healthy and durable development of the system certification industry , both the government and the certification bodies must make some new effort 通过收集有关历史数据和走访业内资深专家和管理人员，本文从市场的角度，将中国的管理体系认证机构作为研究对象，系统的分析产生这些问题的历史背景和现实原因，并提出，为了保证管理体系认证行业的健康和持续发展，政府主管机构和认证机构应该共同做出努力。
