• In the forth chapter , with the spirits of the 16th national congress of the cpc , sustainable development strategy and the basic ideas of the environmental economics , the author points out the principles for economic development and ecological protection in nujiang prefecture : principle that development should be the first thing that counts and human - oriented principle ; principle that economic development should be compatible with the ecological condition ; principle of giving consideration to both efficiency and fairness ; principle of opening up to the outside world and breaking off the closed condition
