  城市土地收购储备制度是指由城市政府的委托机构，如土地储备中心，通过征用、收购、置换等方式，将土地使用者手中分散的土地集中起来，进行土地整理和开发，在完成一系列前期开发整理工作后，变成可建设的“熟地” ，根据城市土地年度计划，通过招标、拍卖有计划地将土地投入市场，以供应和调控城市各类建设用地需求的一种经营管理制度。
