• Article 1 these regulations are formulated for the purpose of strengthening this municipality ' s fuel gas administration , protecting the legal rights and interests of fuel gas users and of fuel gas producing and selling enterprises , safeguarding the public safety of society and promoting the development of fuel gas undertakings
