To advise the government through the secretary for housing , planning and lands on planning , land uses and developments along the existing and new harbour - front of the victoria harbour , with a view to protecting the harbour ; improving the accessibility , utilization and vibrancy of the harbour - front areas ; and safeguarding public enjoyment of the harbour through a balanced , effective and public participation approach , in line with the principle of sustainable development 根据持续发展的原则，就维多利亚港现有和新海傍的规划土地用途和发展，经由房屋及规划地政局局长向政府提供意见，以便在保护维港之馀，使市民更容易直达海傍，令海傍更加地尽其利，更有朝气，同时透过均衡而有效的公众参与，确保公众得以享用维港。
