On the basis of referencing the universal price foundations and price patterns in international , this paper brings forward three sorts of possible reformation plans . by comparing and analyzing , this paper gives the proper pattern , controlling quantity , guiding price and competing fee , for the current situation of our country , which is put forward by construction ministry in the beginning of 1990s 在借鉴国际上常用的计价依据与计价模式的基础上，提出了可能的三种改革方案，通过比较分析，认为建设部90年代初提出的"控制量、指导价、竞争费"的模式是比较适合我国当前国情的，并分析了其改革发展缓慢的原因。
