Interconnection generates in 1994 , when china union was founded . with the development of telecommunication industry , interconnection presents different states , at the beginning , it ’ s the problem of weak & delay signal because of the telegraphic network ’ s low quality , then it becomes the situation of connected but influent , by 2003 , it badly deteriorated while both sides destroyed the cable , interdicted communications by people , so people focus on interconnection 互联互通问题早期表现为因电信网本身质量问题而导致的网间信号不好、短信延时等;接着,发展为固网、移动网之间,本地网、 ip长途网之间不时出现的不通、不畅等问题;而在2002年、 2003年问题已经严重到互相砍断传输电缆、人为阻断网间通信等恶性事件接连发生。
