In reaffirming the vision , mission and values , council members identified the following initiatives phased through the years 2003 to 2008 : to develop a more active advisory role on policy formulation , to consider expanding the supplementary legal aid scheme , to set out the rationale of the institution of legal aid , to foster closer communication with key service providers such as the two legal professional bodies and the duty lawyer service , and to provide more information to stakeholders on issues of interest by publishing a quarterly newsletter 本局成员再一次确认本局的抱负使命及信念，并决定于二零零三年至二零零八年分阶段实行下列措施：编制政策时，担当更主动的谘询角色，考虑扩大法律援助辅助计划，订定法律援助制度的理念，与主要服务提供者，例如两个法律专业团体及当值律师服务，加强沟通，透过出版季刊，为利益团体提供更多有关资讯。
