Based on several correlating theories such as economy , new system economy and property rights economy , by use of analysis methods of standard , practical , coparison and quantity , the study try to find out system background and bring about countermeasures through probing into present problems 为此，本文以我国城市土地资源市场化配置进程中已经出现的问题为切入点，借助于成熟的西方经济学、新制度经济学、产权经济学的有关理论，采用规范分析与实证分析、比较研究和定量研究等多种方法，试图发掘现实问题背后的制度根源，进而提出一些有针对性的对策建议。
