For the more than twenty years since our country began reformation , some momentous transformation have been made in the management system of state farms , nevertheless , the management pattern of planned economy system has not be changed ultimately . the economy system of state farms no longer meets the demand of market economy , whether from the point of function mechanism , or the management organizational structure 改革开放二十多年来，虽然农场经营体制在各方面进行了重大的变革，但都未从根本上改变计划经济的管理模式，农垦经济从体制上、运行机制上和管理组织结构上还不能适应市场经济的要求，要想在市场经济中获得发展，首先要建立适应市场经济的体制。
The discussion in this paper started from the circumstance of socialism market economy , by means of definitude property right , separation the function of state farm and so on , to establish a healthy enterprise property mechanism which suitable to market economy ; the main ideal of discussion is to analysis the conductive objective of the farms in the new period and how to achieve the goal . we designed reasonable inspiriting mechanism and collaborate mechanism for state farms 论文本着从社会主市场经济的环境出发，通过明析产权、分离农场办社会的职能等以建立适应市场经济的企业财产制度；以分析新时期农场的行为目标和如何实现农场的目标为主，为国有农场设计了合理的激励约束机制和协调机制；以实现国有农场功能最大化为目标，设计了精干高效的农场组织结构。
