The viewpoints of the thesis are as following : the bidding mode adopted widely in chinese building engineering bidding currently , which quote with ration and the one which is closest to the base number score highest , is going against the resources " optimal collocation and development of social science and technology . by contraries , in international , the bidding mode of quote with the list of engineering ' s quantity is adopted usually . because this mode open the quantity , make fair competition and rationalize lower bid price which will win bid , it can promote the ordinal competition in building market and the healthy development of construction industry 本文认为：当前我国建设工程招标广泛采用的“按定额计价，最接近标底的报价得分最高”的招标模式，不利于资源的优化配置和社会科技的进步；而国际上采用的“工程量清单报价”模式，公开量，竞争价，合理低价中标，能促进建设市场的有序竞争和建筑业的健康发展，随着市场经济的不断完善，这必然是我国招标的发展方向。
It emphasize in the macro view that we should enhance the lawmaking , develop association about engineering cost management , and broaden the service field of the organization on engineering cost consultation etc . from the micro view , considering that the architecture ' s price may be totally formed by the market and it may connect with international tradition , we discussed how to ferry stream from quota price to bill - quantity price , how to ferry stream from government making - price to enterprise free making - price . also we discussed how to compile bill - of - quantity , how to determine price of bidding strategies of bidding and how to quote price under the bill - of - quantity model . study of a certain reasonable low price , problems and countermeasures of the lowest bid approach in making bid and inviting bid has been discussed too 强调：宏观上，工程造价管理要加强立法、加强工程造价管理协会的建设、拓宽工程造价咨询机构的服务面等；微观上，针对建筑产品价格完全由市场形成及与国际惯例接轨的要求，讨论在刚刚开始推行工程量清单计价模式下，如何使定额计价向工程量清单计价过渡，建筑产品如何由政府定价向企业自主定价过渡，以及工程量清单编制、标底价格的确定、施工企业的投标报价；研究在工程招投标过程中， “合理低价”的确定方法，无标底招标可能出现的问题及对策；最后提出费用组成及计价方式的改革，使得工程造价更符合工程的实际情况，更有利于企业间的竞争。
Since the revised service requirements are only applicable to the service contracts awarded and not reflected in the second lowest bid originally offered for the assignments concerned , we consider that it is inappropriate to compare the latter with the final approved service charge of the revised service contracts 鉴于修改的工作内容只适用于已批出的项目合约，而原来第二低的承标价并没有反映上述的修改,因此我们认为不适宜将修改的服务合约总值与第二低的承标价作比较。
