Therefore , based on the investigation and research the theories of social assessment home and abroad , combination with the author experience , this thesis study and establish a set of social assessment system on water resources projects , which analyze projects from three level : nation , prefecture and project , and adapt the method of quantitative and qualitative analysis , and use the items of technical and economic as well , to meet the need of the assessment for sustainable development of water resources projects 因此，本文力求在调查、研究国内外有关的社会评价理论方法的基础上，结合实践工作中的经验，从国家、地区、项目三个层面对水资源开发项目进行较为准确客观的分析，以定量、定性相结合的方式，研究并建立相对完善的水资源开发项目社会评价体系，并且与技术评价和经济评价指标并用，从而真正满足水资源可持续发展项目的评估需要。
