  论文以沂沭泗水利管理局的水资源管理问题为对象，以资源开发理论、可持续发展理论、经营战略理论、公共选择等理论为支撑，运用swot等分析方法，首先分析了沂沭泗局在水资源开发方面所面对的内外部环境，得出了沂沭泗局内外环境因素综合分析结论；其次，对沂沭泗局发展进行了swot分析，提出沭泗水利管理局应选择复合型水资源扩张开发战略，即沂沭泗局应考虑如何充分利用外界环境中的机会，通过内部资源的重新配置与有效组合，选择拓展型的主业水资源开发战略、适度的相关产业多元化水资源开发战略，使沂沭泗局得到快速发展。再次，研究了沂沭泗管理局水资源开发的总体战略。确立了沂沭泗管理局水资源开发的战略定位，提出了沂沭泗流域管理机构水资源开发战略重点，对水资源开发战略的具体内容进行了研究。
