• Except as stated in the rules of procedure , and subject to the provisions of any administrative instructions for regulating the conduct of persons observing meetings , the public shall be admitted to all open committee meetings so far as there is accommodation
  会议场地若可容纳旁听者，除非《议事规则》另有规定，否则公众人士得准进入会场旁听委员会所有公开会议，惟该等人士须遵守规管旁听会议人士的行为的行政指令中各项规定。
