In chapter 1 , we give a detail description and theory analysis of international cartel , after definition , classification , the description of international cartel and the theory analysis , we put forward the basic proposition of this paper - international cartel did great harm to the world economy 第一章是对国际卡特尔的具体说明与理论分析，本章对国际卡特尔进行了基本定义和分类，并对国际卡特尔的现状和特点进行了梳理和说明，同时在理论的基础上对国际卡特尔进行了研究，推出了国际卡特尔对经济产生危害的基本命题。
So i establish my framework for studying eu ' s ctai on the basis of constructivism , and take the following route when doing research : interaction between eu and external environment and eu ' s perception ? definition of identity and interests ? decision of external policy and actions ? policy implementation and external relations ? new interaction and perception . because this dissertation would focus on the appraisal of eu ' s behavioural performance in external environment , i would analyse the european union and its interaction with external environment through three levels of analysis : actor , global environment , and performance process , and would n ' t discuss the concrete levels internal eu in detail . based on the constructivist framework for studying eu " ctai , the following propositions could be proposed : ( 1 ) eu ' s international actor identity and it ' s interests are constructed in the process of international interactions , and eu ' s identity and interests determine its behaviour 根据欧盟国际行为能力的建构主义分析框架，可提出本文研究的若干基本命题： ( 1 )欧盟的国际行为体身份和利益是在国际互动过程中建构起来的，欧盟的身份和利益决定着其行为； ( 2 )欧洲一体化进程为欧盟国际行为能力提供了物质、制度和观念基础，从根本上讲，欧盟的国际行为能力取决于欧盟内部诸要素的互动建构； ( 3 )欧盟国际行为能力要受到外部环境的影响，欧盟的对外行为也对外部环境产生作用，欧盟与其所处环境是互动建构的； ( 4 )欧盟国际行为能力是通过一个系统的建构与施行过程表现出来的，进程因素对欧盟国际行为能力有着重要的建构作用； ( 5 )欧盟是一个经由一体化进程发展而来的独特国际行为体，其国际行为能力有一个渐进发展的历程，并随一体化的深化而逐步增强； ( 6 )欧盟国际行为能力与一般国家行为体和其他区域一体化组织的行为能力有所不同，在不同活动领域，欧盟的国际行为能力亦存在差异。
