This thesis main discussed office administration information system development based on groupware lotus notes and intranet , analysed information system status quo and development trendency in recent years domestic , rasied shaanxi province education department mis structure , worked out workflow oriented design program based on groupware lotus notes , established shaanxi province education commission mis collaboration model 文中分析了近几年国内外管理信息系统的现状和发展趋势，提出了陕西省教育厅办公管理信息系统的体系结构，制定了基于lotusnotes群件，面向工作流的系统设计方案。在此基础上，作者建立了陕西省教育厅mis系统协作模型。
In this system , the mode integrating client / server and browser / server are mainly used , and guided by this mode , campus sythetical office management information system based on internet / intranet technology is developed . at this time , the methods of information system requirement analysis and the rule of building database are deeply studied . in the course of development of this system , we used objected _ oriented and component based skill to realize the professional models , and we also make use of the characteristics of the developing tool to bring about the university departments information publishing 该系统主要采用了c s和b / s模型的混合体系结构，在此模式下，构建了基于internet / intranet的综合办公管理信息系统；在实现过程中，深入讨论了信息系统的需求分析方法、数据库建模的理论和技术，并应用面向对象及组件技术实现了信息系统的业务模块；而且利用开发工具的特点，实现了校属单位动态网页的信息发布。
