This research included : theory base research : using others understanding of " environmental consciousness " , the author considers that the basic meaning of environmental consciousness education consists of four factors : environmental science knowledge , environmental value concept , environmental attitude a nd self - conscious environmental action . it can chose estimating standard from these four aspect , establish evaluating standard system and evaluating method , analyze the state of public environmental consciousness rationally , evaluate the collectivity level 本文开展了如下研究工作：理论基础研究：借鉴前人对“环境意识”的理解，笔者认为环境意识的基本内涵包括： 4大要素，即环境科学知识、环境价值观、环境态度和自觉的环境行为，并可以分别从这四个方面选定测度指标、建立评价指标体系和评价方法，定量分析公众环境意识的状态、对总体水平进行测度与评价。
