Even though i agree that there are still shortcomings and room for further simplification , i believe the implementation of the accountability system is the first step on improving the existing administration . the system can be reviewed regularly in order to enhance the effectiveness of policy formulation and the accountability of government . to implement the accountability system immediately on the first day of the chief executive 我亦认为现阶段提出的高官问责制并不是十全十美，还有精简的馀地和改善空间，但至少高官问责制的落实已是向前迈进一大步，日后可透过推动问责制不断的检讨，循序渐进下，逐步提高特区的管治能力政府的施政效率和加强向公众的问责。
