The sgso was gazetted on 1 july 1995 to provide for a licensing scheme to regulate the security industry in hong kong . the sgso has been enacted to promote and encourage higher standards of service in the security industry , thereby assisting the fight against crime 《保安及护卫服务条例》于一九九五年七月一日在宪报刊登，订定发牌计划监管本港的保安业，其目的在于推动并鼓励保安业提高服务水平，以协助打击罪案。
